The first section of this chapter critically examines the House that Lord Young has Built, and explores what is euphemistically described as ‘the philosophy of enterprise’, the growth of the enterprise movement and issues surrounding its meaning and role in educational and social policy. The Rise of the Enterprise Movement A broad enterprise movement is now in full swing and includes the following initiatives, most of which arrive with a virtually compulsory acronym attached to their official title (more detail is provided on those projects thought to be less familiar or more recent).

Over one hundred institutions submitted proposals for funding of up to £1 million over five years and eleven institutions (four universities and seven polytechnics) were then invited to participate in round one of the initiative; and there has since been a second round of grants awarded involving a further fifteen institutions. The main objective is that ‘every person seeking a higher education qualification should be able to develop competencies and aptitudes relevant to enterprise’ (TA, 1989a:5); and staff in higher education are to be involved in training programmes so that not only the curriculum is changed but also the processes of learning and teaching.

What is to happen to those employers who do not experience sudden Pauline conversions to training on the road to Moorfoot, Sheffield or to their local TEC? Those employers who exploited YTS by taking on every year a new batch of young schoolleavers without employing any of them are still in existence and their attitudes have not changed. Some TECs are already discussing the inclusion of quality controls when they sub-contract training, but they 38 RISKY BUSINESS? may need to introduce contract compliance or local levies on companies who resist all exhortations to train their workers.
